As of January 31, Covered California surpassed a milestone with more than 1.9 million enrollees for 2025, setting a record high for health insurance enrollment. This year’s open enrollment period concluded with robust participation, signaling continued demand for affordable coverage options across the state.
During this enrollment period, 299,060 new enrollees signed up for coverage, reflecting a 13% increase compared to last year. In addition, over 1.6 million Californians renewed their health plans, marking a 10% jump in renewals. More than 100,000 new enrollees contributed to this historic total, further solidifying Covered California’s role in expanding access to healthcare. “Uninsured Californians have responded to the unprecedented financial assistance available in 2025,” said Jessica Altman, Executive Director of Covered California. “These record-breaking numbers demonstrate the importance of affordable health coverage for peace of mind and financial security.”
Special Enrollment for Los Angeles Residents Affected by Emergencies | For residents of Los Angeles and Ventura counties impacted by the recent wildfires, Covered California offers a special enrollment period. Individuals affected have 60 additional days to enroll in health coverage following the state of emergency declaration. This extended period provides a crucial safety net for those facing sudden life changes due to natural disasters. The special enrollment window will continue through March 8.
Southern California Leads in Enrollment Growth
Nearly half of all new enrollees came from Southern California counties, including Los Angeles, Orange, Riverside, San Bernardino, and Ventura, totaling almost 150,000 sign-ups. Reflecting California’s diversity, 82,000 new enrolleesidentified as Latino, while 52,000 identified as Asian Americans. Additionally, over 72,000 White Californians and 9,000 Black Californians secured coverage during this period.
Closing the Gap: Uninsured Californians and Access to Subsidies
Despite this progress, nearly 1.3 million uninsured Californians remain eligible for coverage through either Covered California or Medi-Cal, according to data from the UCLA Center for Health Policy Research’s CalSIM model. Among these individuals, 591,000 qualify for financial assistance to lower their premiums, while 675,000 are eligible for Medi-Cal.
